A furious diner was refused a glass of tap water at a restaurant just days after a new law made it an offence for licensed restaurants not to provide tap water free of charge. Sonya Adams asked for a glass of water while dining at Vermilion Cinnabar in Manchester, where she and five friends had just dined.
The restaurant’s manager refused to provide the water gratuit and the party left the restaurant without leaving a tip. Now the restaurant’s owners now risk finding themselves in breach of new legislation, brought in just a week ago, which makes it an offence for alcohol retailers to turn down customers who ask for a glass of tap water free of charge. Refusal has been made punishable by a fine of up to £20,000, six months in prison or the drinks licence being revoked.
The move is part of the phased introduction of new laws to tackle alcohol-related crime and disorder.

I am from Arizona and there if you are refused water with ice, then the restaurant gets closed down even. Then again, it gets about 45 C (120 F) out there.
That is a little steep of 20,000 pounds.
